<t>AI agents converse with people, other agents and tools.
There is a growing need to capture these conversations for audit, compliance and review.
This document sorts the requirements for capturing agent conversations into those that fit vCon, those better met by plain logging and those that need other solutions.
It then identifies the gaps in vCon and proposes a strawman set of vCon extensions to fill them.
It is intended as a discussion document.</t>

<section anchor="introduction">
      <name>Introduction</name>
      <t>AI agents act on behalf of people and other agents.
They exchange prompts and responses with people, delegate to other agents and invoke tools.
Several drafts define requirements for recording these interactions (e.g. <xref target="VACR"/> and <xref target="AUDIT-ARCH"/>).</t>
      <t>vCon <xref target="VCON-CORE"/> is a container for conversation data and the analysis of it.
A vCon captures the observation of a conversation from one or more points in the network.
An agent conversation is not that different from a contact center conversation in this respect.
We do not want to solve all of this with vCon.
vCon is a good fit for some of the requirements, but some are better met with plain logging and some need other solutions.</t>
      <t>This document:</t>
      <ul spacing="normal">

      <t>This is a first cut and is surely incomplete.
We would like feedback on what is missing or should not be included.</t>

      </figure>
      <t>The observation points in <xref target="fig-observation"/> are examples, not an exhaustive list.
A conversation may be observed from any point in the network that it passes through, such as a gateway (e.g. <xref target="DMSC-PS"/> and <xref target="DMSC-GW"/>), a proxy or a platform.
In back end scenarios where communications inside a silo are less secure, ordinary network entities may also be observers.
Each observation may go in a single vCon or in separate vCons that are linked or merged later.
This is the same as a contact center call, which may be observed by the carrier, the contact center platform or both.</t>

We only briefly summarize the requirements here, enough to jog the memory of someone who has read the source drafts.</t>
      <t>Each requirement is put into one or more of the following categories:</t>
      <ul spacing="normal">
        <li>

          <t>Other Solutions - existing or other IETF work</t>
        </li>
      </ul>
      <t>Some requirements are split across categories.</t>
      <t>The agent protocols themselves (e.g. <xref target="MCP"/> and those in <xref target="AGENTIC-REQS"/>) are not candidates for capture in vCon.
The data exchanged over them, and the results of them that bear on the conversation (e.g. identity or the tools discovered), are candidates for observation and capture in vCon.</t>

        <t>The same conversation observed from different points may result in different, duplicate or conflicting data.
vCon records observations, it does not reconcile them.
Conflicting observations are kept, each attributed to its observer.
Any reconciliation can be added as an Analysis.</t>
        <t>Token usage is partially captured in vCon today, as vendor responses (e.g. from a LLM or transcription service) are often attached as an Analysis and include token counts.
A more formal definition of token usage would be useful to contact center as well as agent to agent and audit scenarios.</t>

              <t> vCon is a standardized framework for the exchange of conversational

   encompassing metadata, conversation media, related documents, and

   platform-independent data format for conversations, regardless of the
   mode or application platform. By doing so, it facilitates the
   integration and seamless exchange of conversational data across
   application platforms, enterprises, and trust boundaries.

              <t> Autonomous agents based on large language models increasingly perform
   consequential tasks on behalf of humans and other agents.
   Demonstrating that recorded agent behavior truthfully represents
   actual behavior is essential for accountability, compliance, and
   human oversight. This document defines a data format for verifiable
   agent conversation records using CDDL, with representations in both
   JSON and CBOR. The format captures session metadata, message
   exchanges, tool invocations, reasoning traces, and system events in a
   structured, extensible CDDL definition for verifiable agent
   conversation records. COSE is used as the signing method to allow
   for native interoperability in SCITT Transparency Services and the
   CDDL definition allows for seemless integration in Evidence as
   specified in RFC 9334. The specification supports cross-vendor
   interoperability by defining a common representation that
   accommodates translation from multiple existing agent implementations
   with distinct data structure layouts that are typically represented
   in JSON.

   increasingly act on behalf of users, organizations, and services.
   Existing auditing mechanisms often capture isolated system events but
   do not consistently represent delegation relationships, user intent,
   or evolving authorization. In agent-driven systems, auditability
   requires linking intent, delegation, authorization, and execution.
   The proposed architecture enables this through distributed audit
   record generation, propagation of audit context, optional
   attestation, and additional logging for transparency.

            </author>
            <date day="26" month="October" year="2026"/>
            <abstract>
              <t> This document specifies a standard logging format for autonomous
   AI agent systems. The Agent Audit Trail (AAT) defines a
   JSON-based record structure with mandatory fields for agent
   identity, the authorizing principal, action classification,
   outcome tracking, and trust level reporting. Records are
   linked via tamper-evident hash chaining using SHA-256 per
   RFC 8785, with optional ECDSA signatures for non-repudiation.

   The format addresses requirements from the EU AI Act
   (Regulation 2024/1689), which mandates automatic recording of
   events for high-risk AI systems, whose application dates were
   staged into 2027-2028 by Regulation (EU) 2026/1744. It also
   maps informatively to SOC 2 Trust Services Criteria,
   ISO/IEC 42001, the draft ISO/IEC 24970 and prEN 18229-1 logging
   standards, and PCI DSS v4.0.1 logging requirements.

   The design is transport-agnostic and supports export to JSONL,
   Syslog (RFC 5424), and CSV while preserving chain integrity.
   Privacy is addressed through input/output hashing, content
   fingerprinting, and tombstone-based deletion compatible with
   GDPR Article 17.

   The -01 revision added pre-execution recording requirements,
   recording independence, deny reason codes, replay protection,
   external timestamp anchoring, and content fingerprinting based
   on feedback from independent implementers.

   The -02 revision added a Decision Reproducibility section
   (Section 13) that distinguishes record reproducibility,
   available for any model, from decision reproducibility,
   available only for open-weight models executed at temperature
   zero in an attested environment, and defines the associated
   record fields.

   The -03 revision added the Attestation Closure requirement
   (Section 13.6): the digests recorded for decision
   reproducibility MUST cover the complete computational closure
   of the inference function -- model weights, tokenizer, chat
   template, inference engine build, decoding configuration, and
   numeric environment -- together with new record fields
   (tokenizer_digest, chat_template_digest, engine_build_digest)
   and a minimal-change threat analysis (Section 13.7) showing
   that any component left outside the attested set is a forgery
   channel.

   The -04 revision added algorithm agility for post-quantum
   signatures (ML-DSA-65, FIPS 204) alongside ECDSA P-256; a key
   identifier (signer_kid, RFC 7638) that resolves which principal
   signed an independently recorded record; a trust-level assignment
   integrity requirement (Section 5.3) so that downgrading a
   consequential action is an attributable event rather than silent
   suppression; and OPTIONAL Merkle batch anchoring (Section 6.4)
   using the RFC 6962 construction for compact inclusion proofs at
   high throughput. All -04 additions are OPTIONAL to produce, and
   -04 verifiers stay backward compatible with -03: a -04 verifier
   accepts -03 records, and the new signing metadata is required
   only in records that carry a signature.

   This revision (-07) adds a mandatory "principal" field
   (Section 3.1) that binds each record to the party on whose
   authority the agent acted; a Relationship to Other Work
   section (Section 1.3) relating AAT to the WIMSE agent audit
   record and authorization-evidence drafts and to SCITT
   (RFC 9943); and corrections to the EU AI Act Article 12 and
   Article 19 citations in the regulatory mapping (Section 11.1
   and Appendix B). Records produced under -06 and earlier
   predate the "principal" field; verifiers processing
   mixed-revision archives SHOULD treat its absence as "principal
   not recorded" rather than a validation failure.

            <abstract>
              <t> Current LLM-based AI agent systems require each agent to implement
   communication capabilities (service discovery, encryption) and
   collaboration logic (e.g., task delegation decisions), leading to
   code bloat, security risks, and inefficient resource usage in cloud-
   native and hybrid-cloud deployments. This fragmentation impedes
   scalable multi-agent application development, especially in multi-
   tenant scenarios where inconsistent security policies and cross-
   domain connectivity barriers arise. This document analyzes these
   challenges and proposes requirements for a Dynamic Multi-agent
   Secured Collaboration (DMSC) infrastructure. DMSC leverages a
   centralized gateway layer to offload secured communication, cross-
   domain connectivity, multi-tenant policy enforcement, and dynamic
   collaboration assistance - enabling developers to focus solely on
   agent core functionality while ensuring consistent security,
   interoperability, and operational efficiency across heterogeneous
   environments.

              <t> Traceability in supply chains is a growing security concern. While
   verifiable data structures have addressed specific issues, such as
   equivocation over digital certificates, they lack a universal
   architecture for all supply chains. This document defines such an
   architecture for single-issuer signed statement transparency. It
   ensures extensibility, interoperability between different
   transparency services, and compliance with various auditing
   procedures and regulatory requirements.

              <t>In network protocol exchanges, it is often useful for one end of a communication to know whether the other end is in an intended operating state. This document provides an architectural overview of the entities involved that make such tests possible through the process of generating, conveying, and evaluating evidentiary Claims. It provides a model that is neutral toward processor architectures, the content of Claims, and protocols.</t>
